And another thing...
Traffic in San Diego is more annoying than traffic in the LA area. Not that there's more traffic down there, but that the drivers are that much more stupid. o.O And the road signage isn't as nicely done down that way.
Besides... what's with calling them "ramp signals?" They're traffic meters, damnit! ^_^

Okay... they're both actually the same thing, just two different names for it.
On the on-ramps to the freeways (interstates), there are stoplights before you actually merge into traffic. Typically, they are only used when there's a lot of traffic already on the freeway.
Basically, you pull up to the stop line, and wait for the light to flash green (from red). There's a sign saying how many cars can go through on each green (which is really just a flash).
Probably still not explaining it well, but basically it's just a way to keep too many cars from flooding onto the freeway & putting it at a standstill.
wow that sounds crazy. i've never been through one of those before. hmmm
oh yes they are and I do this everyday. At least in the orange crush you expect the sluggishness. But here how can you expect someone to go from the fastlane across 4-6 lanes to the offranp in heavy traffic at 90 in less than 100 feet. it vexes me greatly
